I am not trying to be rude or anything here, but why send them away when they start walking? Children need a consistant care-giver in thier early years, and cutting them off at 15 or 18 months, when stranger anxiety can be at its peak, is not a very good idea. I have to admit, if I was a working mom, I would not want my child to go to your day care center knowing that the bond of trust formed between you and the child would be broken and ripped away the minute my child starts walking.
