3 YEAR OLD CRYING

MY 3 YEAR OLD DAUGHTER CRIES FOR FOR NO REASON THIS HAS BEEN GOING ON FOR A YEAR AND WE DECIDED TO TAKE HER TO HER PED. BACK IN MARCH AND HE SAID THAT SHE WAS DOING FOR ATTENTION BECAUSE OF OUR EXPEXTING BABY AND TO PUT HER IN TIME OUT. THAT DID NOT WORK SO MY HUSBAND AND I HAVE TRIED EVERYTHING AND CANNOT FIGURE OUT WHAT IS WRONG WE ASK HER AND SHE SAYS I DONT KNOW.
I ASK HER TO GET HER COAT AND SHE STARTS TO CRY.
THE SMALLEST THING WILL UPSET HER FROM A FRIEND LEAVING TO HER PUTTING HER SHOES ON WE JUST STARTED TO TAKE HER TO A CHILD PSYCHOLGIST BUT I DONT KNOW IF THEY ARE GOING TO BE ANY HELP. I CAN GIVE HER A BATH AND SHE WILL BE HAVING A GOOD TIME IN THE BATH TUB AND WHEN IT IS TIME TO GET OUT SHE STARTS TO CRY. MY HUSBAND AND I ARE SO FRUSTRATED THAT WE JUST DONT KNOW WHAT TO DO
DOES ANYONE HAVE AND ADVICE?
