I am sorry to hear this about your son. Unlike the other boys parents and most of the people on this site I do not think that this is normal behavior. Sure children want to explore thier own body and maybe are curious about another childs body, but to actually have had this happen to your son previously then that other boy sure knew what he was doing. Unfortunately since his parents kind of laughed it off they may never know if he might have been a victim himself. I'm proud of you for talking to your child. Just remember now that you may have to keep a close tab on your child and if you do have a friend of his sleep over maybe they can sleep in the livingroom and you sleep on the sofa just to be safe. I agree that children are going to explore but if this were normal he would have tried to do this to your son in front of you not wait till he was alone with your son. Babies explore themselves when a mother changes the diaper but the exploring is done in front of mother or father who ever is changing the baby. Once a child has to hide to do this than the child is old enough to understand that it may be wrong. You are right about oral sex being a learn behavior that is not normal.
