toddler teacher needs help with a child

I am a teacher of two's and this one child that I am having problems with is getting on my last nerve. I am also an infant and toddler specialist and the problem with this child is his mother is my boss. He turns the classroom upside down when he walks in it. He is a terror with every child. Even the ones who takes their part. Time outs and a firm voice does not work with him and it has been seven months already and he is seriously getting worse. I have talked to my boss about this and she always has this happy go lucky attitude about it and tells me he had a little sugar for breakfast....Sugar is not the problem here. This child makes me regrets i am even in the classroom and i am always loving and always smiling to my students but when they hurt others its totally different. I have talked to many specialist about this and they tell me this child is more than likely going to be the class bully...Please...someone help me get through to this mother that his actions are hurting him and others.
