I'm sorry this happened and I know it can just tear a parent up but I do not agree that this is normal. Normal is a baby or a toddler exploring when the pamper is off. But when a child is 4 and over it seems it is time to deal with the situation. If it were normal that this boy the one who instagated the whole situation would have done this in front of other people. But for this child to have done this three times must mean that he waited till no one was around and that does not seem normal. I always go back to there needs to be a room where children can play where they are going to be visually seen. Children left alone will or can usually experiment but if kept an eye on normally wouldn't have a chance to do something like this. Now I know my view is way different than the majority, when I was 6yrs old I had a similar situation and it only happened when no adult or other child was present and I can to this day remember it was wrong. To let your child play with this other child is okay but you would have to totally keep an eye on them playing together. The other boy may have been a victim himself but his parents just laughed it off how sad. Take care
