I would not ignore the problem because it may get worse. All you need to do is when he starts to bite, scratch, or pull hair just grab his hand or face (firmly but gently) and tell him "no" and explain that it isn't nice to do those things to someone. It isn't going to be an overnight fix but over time after much repetition he will begin to understand. If it gets out of hand then you may have to gently pop him on the hand or mouth to get his attention. I did this with my son and he is doing very well in that respect. Every once in a while he will get angry and try to bite and all I have to do is say "no,no. Do not bite" and he will stop. Something else that also helps is to teach them to mind their manners. Make him understand that he must appologize when he has done something wrong to hurt someone else's feelings. This way he is learning to take responsibility for his own actions.
