Mine is 14 mos old. She does what you describe once in awhile. But she needs two naps based on her behavior. So I continue to put her down. If she hollers, I get her back up and let her skip the 2nd nap that day. After a few days, she goes back to the two naps that she needs. I let my older child switch to one nap when he persistently refused over a period of time, and seemed to feel OK without the 2nd nap. Sorry, I don't recall the age.
