Are you giving your baby food or cereal? My friends baby, (who is big, so maybe it's different) is now limited to 5oz. at a feeding and her doc said to give him food/cereal if he is still hungry. Maybe it's the opposite for you since yours is small, maybe the extra formula will make her bigger, I just don't think she should be spitting up that much. My dd, at 6 mo. only weighs 14 lbs. which is at 15%, takes 6 oz. about every 2 1/2 to 4 hrs. for a total of about 5-6 bottles a day. I put cereal in her morning bottle and try to get her to eat some food in the afternoon. She still isn't sure about the whole spoon thing though and she won't take it out of a feeder.
