I caught my 5 year old daughter. PLEASE HELP!!!!!

HELP! I caught my five year daughter sitting on the floor and her nine year old neighbor who is a girl sitting on the bed in front of my daughter with her pants down. when I asked what was going on they said nothing. I then sent the neighbor home calmly. I sat my daughter down and told her she could tell me the truth and that i promised I would not be mad at anything she told me. She then asked if she would get chair time if she told me something bad. I promised her no. she said the neighbor told her to touch her and go like this (she then showed me with her index finger moving it in a motion like you would to tell someone to come here)I told her what she was told to do was not acceptable and about private parts and how they are private. And then I told her about there are no secrets in the family and if she ever has secrets she can tell me and she will not get in trouble. And that i will always love her. I just would also like to mention my daughter has already gone through the stage of touching herself and so she knows the feeling and why she was doing it i think. Should i be concerned by all of this? Have I done all I could? Should I ask more questions? Should she be allowed to play with the neighbor still? If she plays with her i dont want this happening again but, if she doesnt play with her my daughter will feel like she is being punished.Also would like to say she comes over alot so i dont know how many times this has happened. And i did go over and speak to her mother so she is aware of this as well. PLEASE HELP!!!!!!!!!!!!!!!
