She's likely doing it for attention. If that is the case, the best way to get her to stop is to just ignore it. When she's telling you not to talk, ignore her and continue to talk. If she's having a fit on the floor, just walk around her, like she's not there (as long as she's not in danger of harming herself). Hitting, however, should be addressed. A firm NO HITTING! and then ignoring her until she uses her nice hands should work. And DO pay attention to her when she does something good. "I'm very proud you waited until Mommy and I finished talking before asking for a cookie"...that sort of thing.
