Hi

Lately, our son has been doing that too--he is almost 17 months. I play "Simon Says" with our son while I am changing his diaper. I tell him to touch different body parts or I give him a sticker and tell him to put the sticker on different body parts. He loves both activities. Telling him not to put his hands there doesn't work--he thinks it is funny.
Telling him "no" just makes him do it more. Toys don't work either-he puts the toy there! Anyway, don't feel like you are alone in this matter!!
