No need to freak out. It's not really that unusual. You can't do much about the other kid, but explain to your daughter that this isn't polite behavior and she should walk away and tell an adult whenever it happens. Don't be too hard on your husband either. Kids can shed their clothes in a matter of seconds and it's not always easy to catch them before hand. If your daughter wasn't severly traumatized, don't freak out on her, it'll only make things worse. Remind your husband when you go over there to keep a bit of a closer eye and if it continues, don't let her go back. Kids this age are just starting to get curious about their bodies and the last thing you want is to make them ashamed of them.
