Do you need to tell her that dad spends a lot more time with her older half-sister? That would be painful for her, so why not just skip the topic? Perhaps it's just an age issue and dad will want to spend more time with her when she gets older, you never know. If she's asking you that question directly, because she knows what is going on--well, I'd tell her that I really don't know, he's really missing out, and that she can call dad on the phone and ask him the question herself. He should answer for his own behavior, he is an adult. But I would also emphasize that you and your husband just love spending time with her, it's your favorite thing to do.

I'm no expert on this topic, this is just what I would do.
