I need some advice

My 4 year old daughter will only pee in the toilet. She will have a BM about once a week in the toilet, but messes in her panties the rest of the time. I don't know what to do to get her to go. She says that she is afraid the we will be mad at her and I always try to reasure her and let her know that going in the potty makes us so happy. We get excited when she does go in the potty and tell her what a big girl she is and how happy we are, but then she turns around and messes in her panties again. I need some help and advice on what we can do next. Thank you.
