My son is always congested. He will be 2 months August 10 and my cousin was congested the first year of her life, from being inside the mommy. First look for what they call a black eye, which means allergies, it really looks like black eye. You can also use a little saline, squeeze it in the nose and suck it right out. Next try a wedge so at night the baby is on an angle, especially for baby makes a great one. Good luck!
