If your son is a preschooler, this does not sound like a very developmentally appropriate environment. There is nothing wrong with strict. It is the bossy and especially the un-caring part that disturbs me! How are they teaching him? What are they teaching him? How are they "mean"? A child may say that a teacher is mean when they are strict or when more structure is introduced, but it sends up a real red flag when a parent feels that a teacher is un-caring. If this is a young child, then you want his first experiences with school to be as positive as possible. The foundation for a successful school career is being laid now. If your child looses the enthusiasm for learning at this young age, then you have defeated your purpose for sending him to preschool. I suggest that you spend a lot of time observing the classroom while he is there. If the school dissallows this, then they are probably trying to hide something.
