I have a 19 month old son and I bought him a potty as well.He sits on it, but will not go the the bathroom.He enjoys flushing it though because it has a musical sound and he thinks its funny. I let him watch me go to the restroom and tell him what I'm doing and else tell him to go pee-pee.
So I don't really have any tips just wanted to let you know I am dealing with the same thing, so if you have any information later let me know
