Why do you want to stop this?
Masterbation is normal and some will even say healthy...
What I tell my boys is "Your body is special and a gift from God..If you want to touch your body then that is okay, do so in the bathroom or in your room by yourself, do not do it in front of others and do NOT let others touch your body or touch other peoples bodies"
Again leave the child alone but tell her NOT to do it in public...be firm..let her know that she can go into her room or bathroom and do this...chances are also she'll take them out because of the fact a child doesnt like being in a room alone.
