With the middle of the night milk I told my son that I was not going to get up and give him milk in the middle of the night anymore, and that when he cried I was going to ignore him. I told him he was a big boy and didn't need to drink in the middle of the night anymore. It told him this at bedtime. He stopped after 2 weeks.

With the late bedtime, have you tried waking him up early in the morning? So that he gets tired earlier in the day and takes a nap earlier? Kind of shift everything, so he's sleeping earlier at night, and getting up earlier in the morning? He still does need a nap at that age, I think.
