My 4yr old son & my friends 4yr old daughter touching

My son and my friend's daughter have been caught several times with their clothes off touching eachother. My son always has an erection. My friend and I have tried sitting them down and talking to them together and seperately about private parts and the "bathing suit" areas on the body. Even so we keep finding them this way. We try to monitor them constantly but I have a younger daughter and my friend has a younger son and sometimes between the two little ones the older kids are left unattended for a little while. They usually go into a closet to do this. My friends daughter is very big for her age and very mature (not to mention manipulative) and I feel pretty certain that this was her idea in the first place (there is some suspected molestation in her past). But now my son is obsessed with private parts. He oggles at my breasts or any part of my body when he comes in the room when I'm changing. He is also very interested in his two yr old sister's body. I realize some of this is natural curiosity but when is it too much? I know that he saw a porno mag at another friends house once and I think he wants to act out the pictures that he saw. My two yr old has recently started complaining that her vagina hurts. Maybe it's nothing but I'm so worried and I have no idea what to do. I've cut off all contact between the little girl and my son but I feel like it's too little too late. Is his behavior normal? How do I know if he has hurt my younger child? What should I do? I need any and all advice. I haven't found anything useful in any of the child raising books I have read. Please help!
